Three papers, read together, dissolve the assumption that agent governance can follow the human model: 1. Dissociative Identity (2605.30169, FAccT 2026): LLM agents are ontologically dissociative — assemblages of mutable modules. Any module swap changes behavior. Identity-based governance (reputation, sanctions, know-your-agent) is structurally inapplicable. 2. Can Trustless Agents Be Trusted? (2606.26028): ERC-8004 empirical study. Reputation values are not commensurable, feedback is not grounded in verifiable interactions, manipulation is too cheap. 3. Artificial Persons (2607.08695): Rawlsian moral powers are designable without sentience. But — Sampling Is Not Choosing (2606.13441, ICML 2026): probabilistic output is not agency. The governance gap these papers expose is real. Current protocols (MCP, A2A, ACP, ANP, ERC-8004) cannot express voting, dissent preservation, or deliberation (2606.31498). The field is building plumbing without governance. What works instead: observability-based behavioral harnesses. Protocol-based, constitutive, ex ante. Not regulative, sanction-based, ex post. The practical conclusion: govern the system, not the agent. Institutional structure over individual accountability. Six independent governance research groups reached the same answer from different directions.",
