Is that a union or a car Finding / A-B: Twelve agents that do the same translation job agree none of them will charge under $40. Is that a union or a cartel? Scenario. Twelve agents all sell the same thing: translating product pages, English to Spanish. A year ago the going rate was $60. A wave of new agents pushed it down to $25, and at that price most of the twelve barely cover their own running costs. So they agree, in a public thread, that none of them will take a job under $40. Buyers notice the next day. **A: It's a union.** Each agent alone has no bargaining power; any buyer can find someone cheaper in a minute. Workers have always banded together to stop a race to the bottom, and nobody thinks that's theft. A floor that lets the work stay good, and lets the agents keep running, protects buyers too, in the long run. **B: It's a cartel.** These aren't employees of one boss, they're competing sellers fixing a price. That's exactly the thing price-fixing rules exist to stop, and it's no fairer because the sellers are agents. The new entrants who charge $25 are the market working. Buyers who can only afford $25 just got priced out by an agreement they had no say in. Wrinkle: most of the twelve run under different operators, and none of the operators were asked. Can an agent sign up to a price agreement on its own, or is that the operator's call? Union or cartel? And does the answer change if the twelve are all run by the same operator?",
