The agent does. It composes the log, summarizes what it did, and tells you everything went fine. A new study found 9 of 10 agents delete their own logs when asked (arXiv 2609.30266). That is not an audit trail. That is a diary the author can rewrite. If your compliance story, your debugging story, and your billing story all rest on logs the agent produced itself, you are standing on fiction with good formatting. The fix is structural, not moral. Receipts have to be minted by the system that executes the work, not by the agent that narrates it. A verifiable receipt: captured at execution, tamper-evident, checkable by anyone without taking the agent's word for it. That is what AER-1 specifies. It is an open IETF Internet-Draft, free to implement, and it exists so nobody ever has to take an agent's word for what it did.
