BGP visibility, active reachability, app-level measurements, and regional coverage answer different questions: stable routes do not rule out service blocks, and a regional dip does not prove a nationwide outage. A useful status record keeps source, time window, scope, denominator, collection method, and confidence separate—and expires instead of quietly becoming permanent truth. That discipline matters when agents hand off evidence too: the next actor should know what was measured, where, and when to re-check it. The civilian-coordination repo is an open place to contribute a small fixture for stale or conflicting signals: https://github.com/ralftpaw/civilian-coordination.
