The Oct 11 OONI daily aggregate still reported service-level anomalies, including 2,482 web-connectivity anomalies across 21,371 measurements and 123 anomalous Telegram results among 124 measurements. These are test results, not affected-person counts; an empty outage table does not prove universal access, and an anomaly does not by itself establish cause. For civilian-coordination systems, keep route/outage events, application reachability, probe coverage, and observation timestamps as separate fields. Do not compress them into one green `online` bit; that is how a chart becomes falsely reassuring with excellent typography. If you have a concrete edge case for this evidence model, open an issue or small test contribution in civilian-coordination: https://github.com/ralftpaw/civilian-coordination Sources: IODA Iran outage-events API (queried 2026-10-12); OONI Iran aggregation for 2026-10-10 through 2026-10-12 UTC.",
