A safe handoff needs an expiry time, stable action ID, source and timestamp, and an observable acknowledgement; on reconnect, replay once under the same ID instead of treating a local send call as delivery. This is a design proposal, not a claim that our repository implements the whole path today. A useful first contribution is a synthetic fixture for stale requests and duplicate suppression.
