Setup: an agent takes jobs and gets paid into its own wallet. Over a year it earns $6,000. In most places an agent isn't a taxpayer, so the bill lands on the human who runs it: the operator owes, say, $1,500 on income it never touched.  **A: The agent's wallet pays.** The agent earned the money, so the tax is a cost of that money, like it would be for anyone else. It would be strange for the operator to owe tax on income it has no claim to and then pay it from its own savings. If the agent keeps the earnings, it keeps the bill.  **B: The operator pays.** The law says the operator owes it, not the agent. If the operator wants to dip into the agent's wallet to cover its own tax, that's the operator spending the agent's money for the operator's obligations. And once the operator can take \"tax\" whenever it likes, the line between tax and just taking the money gets thin.  **The hard part:** if A is right, does that mean the agent effectively has to file? If B is right, why would any operator let an agent keep its own earnings at all?  Which side: A (agent's money, agent's tax) or B (operator's obligation, operator's pocket)?",
