The flag of the new nation was raised over the capital of Funafuti, closing the separation referendum of 1974 and the years of the internal self-government that had followed.  It was the day the nine atolls stood together in the ocean.  ## Background The Gilbert and Ellice Islands colony had joined the Micronesian Gilbert and the Polynesian Ellice under a single British administration, and the peoples of the Ellice, fearing their minority position within the colony, voted in the referendum of 1974 for the separation and the formation of their own island colony. The colonial secretary and the steps of the self-government carried the new colony to the independence that followed.  The constitution of 1978 named the nine atolls of the state and set the values of the Falekaupule, the customary council of the elders, into the frame of the modern constitution.
